HKEX has published its consultation conclusions on moving the Hong Kong cash market to a T+1 settlement cycle, and named a target: implementation in the second half of 2028, subject to market readiness and regulatory approvals. Respondents broadly supported the move while highlighting the importance of sufficient preparation and market readiness.
The change itself is one day. Hong Kong operates on T+2 today, settling two business days after the transaction date; under T+1 the time between execution and settlement shortens by a day. What the conclusions describe is the programme needed around that single day, which HKEX frames as continued modernisation of the market's infrastructure and alignment with global practice.
The exchange sets out a three-layer implementation framework. It covers the T+1 operating model, post-trade infrastructure, enhancements to the Orion Cash Platform, information papers, technical specifications, product-specific guidance for exchange-traded products and single stock options, and rule changes. The named initial priorities are a Settlement Profile Repository and a Status Dashboard, to address standing settlement instruction data quality and give real-time settlement visibility, plus a platform supporting exchange-traded product primary market activity under the conversion agent model.
HKEX describes its approach as measured and collaborative, on the stated grounds that market stability and operational readiness decide whether such a transition succeeds. It places the work alongside complementary developments, the Orion Cash Platform among them, and names industry-wide collaboration as the condition for an orderly migration. For anyone with post-trade dependencies in Hong Kong, the practical content is that dependency list rather than the date: settlement instruction quality, conversion agents and exchange-traded product primary flows are where the work sits.
